In Thailand, cosmetics are regulated by the Food and Drug Administration. Cosmetic import and manufacturing is regulated by Cosmetic act 2015 in Thailand under which cosmetic means,

A substance intended for use in applying, rubbing, massaging, sprinkling, spraying, dropping, putting on, perfuming, or acting by whatever means on the external human body and shall include the use of tooth and oral mucosa with the objective of cleaning, beautifying, or changing the appearance or deodorizing or protecting such parts in good condition, and as well as a skin treatment product, but not include adornment and dress which is an accessory for use on the external body;

A substance intended for use specifically as a mixture in producing cosmetic products.

All imported specialized controlled cosmetics and controlled cosmetics require FDA notification before being imported in Thailand.   • Notify the information of cosmetic products to the FDA department Cosmetic division prior to producing or importing.
  • Manufacture or import the cosmetic product following the instruction or specification in accordance with the notification.
  • Prepare label: Label Information must have written or printed be in the Thai language and must be the size that is easily readable and understandable. The contents must be accurate and must not be deceptive. References should be documented for inspection.
  • Advertise cosmetic products based on its fact without misleading content. References should be documented for inspection.
  • Particulars of Product: Product Name and brand name, Product use, Category, Ingredients list.
  • Particulars of the manufacturer (repackaging included)/assembler
  • Information of the applicant such as name and address of manufacturer or importer or storage site, manufacturing site
  • Application Form for notification

Once the products are launched in the market, FDA supervises and monitors cosmetics products in mainly 5 different areas which are Inspection, Market surveillance, Advertisement investigation, and Adverse product reaction surveillance

The import permit or information receipt is issued by the Cosmetic division of the Thai FDA. Once issued it is valid for the period of 3 years from the date of issue.
